Joseph Marie Antoine Hubert Luns (d. 28 Ağustos 1911 – ö. 17 Temmuz 2002), Hollandalı siyasetçi ve diplomat. 2 Eylül 1952'den 6 Temmuz 1971'e kadar Hollanda Dışişleri Bakanlığı görevini yürüttü ve bu görevde en çok kalan kişi oldu. Daha sonra 1971-1984 arasında NATO'nun 5. Genel Sekreteri oldu ve 13 yıl boyunca sürdürdüğü bu görevi en uzun süre yürüten kişi oldu.
