Adolph Wagner (25 Mart 1835 - 8 Kasım 1917), Alman ekonomist ve politikacı, önde gelen bir Kathedersozialist ve kamu maliyesi uzmanı; devletin etkililiğini artıran kanun ondan sonra Wagner Kanunu diye adlandırıldı.
