Litvanya 10 bölgeye (Litvanca: tekil - apskritis, çoğul - apskritys), 60 belediyeye (Litvanca: tekil - savivaldybė, çoğul - savivaldybės) bölünmüştür. Üç çeşit belediye vardır:
- Semt belediyeleri (Litvanca: rajono savivaldybė) – çoğunluğu Sovyet Rusya döneminden kalma 43 adet semt belediyesi bulunmaktadır. Bu yerleri sadece "semt" sözcüğüyle tanımlamak, belediye sözcüğü 1994 yılından sonra eklendiğinden dolayı daha yaygındır. Bu semtler, rayonlardan esinlenilerek ortaya çıkarılmışlardır.
- Kent belediyeleri (Litvanca: miesto savivaldybė) – Litvanya'da 8 kent belediyesi mevcuttur. Bunlardan 6 tanesi, Litvanya'nın en büyük 6 şehridir. Bu 6 şehir aynı zamanda bağlı bulundukları eyaletlerin de merkezleridir. Visaginas Kent Belediyesi'nin özel durumu, nüfusun çoğunluğunun Ruslardan oluşmasıyla açıklanabilir.
- Belediyeler – 2000 yılında "Belediye Reformu Anlaşması" ile oluşturulan 9 belediye vardır. Bu yerler, isimlerinde "kent" ya da "semt" gibi ifadeler içermezler. Neringa belediyesi, Neringa kent belediyesinden önce kurulmuştur.
Tüm belediyeler, merkezlerinden esinlenilerek adlandırılmışlardır. Bu durumun üç istisnası vardır: Klaipėda semt belediyesi (merkezi Gargždai), Akmenė semt belediyesi (merkezi Naujoji Akmenė) ve Neringa belediyesi (merkezi Nida).
